Making the most out of the Digital Dividend
2009-12-17 11:56:01

The Digital Dividend refers to the spectrum between 790 - 862MHz
that could be released following the migration of terrestrial television broadcasting from the traditional analogue transmission to digital transmission by the end of 2012. These frequencies in band V are very valuable as they cover large geographical areas with relatively few base stations, offering national network rollout at lower costs. Ensuring the same coverage, for example, at 2.4GHz would be four times more expensive.
In European countries the ongoing debate is on whether to offer additional TV programs, HDTV services, mobile TV channels, emergency and public safety services or broadband wireless applications, which could be mobile voice and data services.
The latter is especially interesting for certain countries in Africa and the Middle East, with little cable infrastructure. Large territories with low subscriber density can be supplied with telephone and Internet at low costs to help bridge the "digital divide" between densely and sparsely populated areas. In addition, in these regions the UHF band is almost empty and there is no need for migration of existing services. This presents a real opportunity to introduce wideband services, such as WiMAX.
As a long-standing member of the ITU-R and ITU-D we have participated in the RRC GE06 and in WRC07. LS telcom is best positioned to assist you in optimising and fine-tuning the GE06 Agreement for your country. Our experts guarantee a smooth switch-over from analogue to digital terrestrial TV without harmful interference in your own or in your neighbouring countries' national analogue and digital networks. Furthermore, we prepare the documentation for the award of the newly available frequency bands to alternative future service providers and - should this be requested - organise the whole award procedure for you. In the USA these bands were already successfully attributed via an auction, generating 20 billion USD for the national budget. Japan will also soon release parts of this spectrum via auction.
